A respected presence in the Arizona legal community, Colleen Connor serves as a practice group leader in the Civil Services Division of the Maricopa County Attorney’s Office. She joined the Office in 2005 as the deputy county attorney and engaged with various County entities, including the recorder, school superintendent, and Elections Department. Colleen Connor oversaw efforts to organize a legal team in defense of the County in lawsuits related to nomination and initiative petitions, as well as election-day issues.
Since 2011, Ms. Connor has functioned in her present capacity and provided counsel and representation to departments and elected officials on a wide range of matters, including budget, contracts, procurement, and public records. She has thorough knowledge of relevant case law and statutes and undertook Consent Decree negotiations with the U.S. Department of Justice. This ensured that Maricopa County maintained compliance with Voting Rights Act minority language statutes.
Well-published in her field, Ms. Connor authored “Raising Arizona: Strengthening Express Advocacy Regulation Through the Citizens Clean Elections Act,” which the Arizona State Law Journal published in 2002.
